You can set up a script to search your site, such as this old cgi script from Matt's Script Archive: http://www.scriptarchive.com/search.html

You could enable google site search:
http://www.google.com/sitesearch/

Or what I would do for your site, is migrate the content to a CMS that already has a search ability, such as http://www.drupal.org or http://www.joomla.org
