Link exchanges can work, if you aren't in a very competitive market, but the golden age of link exchanging as a method of promoting your business is long gone.
Although links are the main determining factor in how well your site ranks at search engines, it's widely believed by the search engine optimisation community that any value you gain from a link which is directly reciprocated is largely ignored.
I encourage you to think up more creative ways to gain links and definately do not start paying for services if you don't have a good idea of the value of the different links you will be getting.
