semi-loaded question, I'm afraid...
the answer really isn't about either technology - but rather, the application of that technology.
A well-written application in either PHP or JSP should be robust, workable and extendable - but the only real factor is how well-written the application is.
So - what are your current skill/knowledge levels in either? If they are about the same, then I'd recommend PHP as there are probably better resources for learning good PHP (although, there are also lots of bad PHP examples out there).
