Promoting A Soccer Forum

I run a soccer/football (depending where you come from) forum and I have about 10-15 active members which is great and so far we have over 15,000+ posts but the problem is we aren't getting people joining up to the site regularly, a couple every month would be the most we could get. We have linked to some forums, set us up with football forum promotion sites, submitted to search engines etc.

Nothing seems to be working.

Can anyone provide any help?

With the FIFA World Cup 2006 coming up in a few days, I think you should start a contest or something on your forum and promote it well. Advertise your forum on relevant sites, I m sure you will get a lot of traffic during the world cup.

I have fixed my meta tags so hopefully that will help a bit more. I have been thinking of running a contest and the winner could have the choice of their own shirt but how would I go about promoting this?
