I believe that the most important thing is html code. Content is content but there are as SEO friendly tags as not and you need to keep that in mind while creating web site

There are five elements that really matter to the On-Page optimization process
.1. Page Titles
2. URL’s
3. Header Elements (Semantic Markup)
4. Meta Description
5. Meta Keywords

A site’s title tag is by far one of the most important on-page optimization element. Titles should be around 60-70 characters (although Google has been known to index around 1,100) and feature important key phrases near the beginning with a branded element at the end.

Ideally you want the title to read well and be differentiated from the competitors as this may help entice the click from a search results page where the title is currently shown.

Here are some of the factors you need to consider when doing On-Page Optimization:

title tags
description
meta tags
alt attributes for images
headings (h1/h2 tags)
keywords

One thing I think most of u have already know, that is Google doesn't take KW as a ranking factors any more.

Maybe u would like to take that into consideration when u do the on page SEO.
