displaying other sites content

Here is a legal issue I keep trying to find an answer for.

If a site has not stated any sort of "copyright" disclaimer is it legal to display their content on another site?

Also even if there is just a, lets say, "Copyright 2007", at the bottom of their page, what are the exact rules on displaying their content on another site??

Nope. It's not legal to copy the content of someone else's site without their permission, whether there's copyright information or not. It's implied. It doesn't have to be expressed.

So lets say a website is displaying content from another site without permission. Besides requesting that the content be removed, what can the owner really do to stop this from happening?

If he has evidence that the content has been taken from him without permission, then he can approach the host of the site and ask them to close the site down. Most hosts will oblige in this given the correct evidence.

Also, it may be possible to prosecute the copyright impingement and sue for any loss of income or ill-gotten gains resulting from the theft - this is easiest if both the owner and the alleged thief are in the same country, but there are copyright treaties between most nations which support this kind of action.
