I wanna put a section on my website, where every month members will enter a video or picture into the contest. I will pick the top 3, and users will vote on them. at the end, the winners video/pic will be displayed on all our pages, and they will receive a small prize.

I think it is fine, but my friend is arguing that it would be considered a sweepstakes, or a give-away, or a raffle, or a lottery, or gambling

Are we ok to do this, or no?

It would depend on the laws for your country or whatever other levels of government you have. From what I know, it's legal in most countries.

You'd have to check with federal and state gambling laws, but I don't see why you couldn't have something like that. I don't think you'd need a gaming license for it, but you might. We didn't have a gaming license for some of the contests we've had here.
