So I was thinking of making some sort of an xbox 360 fan site. It would have information on all of the biggest games. My question is if I am aloud to save boxart images from other sites like IGN, or XBOX.com and then use them on my site.

In a nutshell, not without written permission from the photographer or copyright holder. You can, at best, use them to indicate which games you're reviewing or selling, but those are thumbnails only, as far as I know.

If you can grab some images off of FlickR - I believe you can use photos w/out permission. Not 100% sure - read their TOS.
