Is it a right way to Put Source (e.g News Source : www.test.com) to Avoid the copy Right Issues.

If you are talking about taking content from another site, then no... just having a "source" link is not enough - you need permission to copy that content... sometimes that permission comes with the requirement for a linkback, and sometimes doesn't... but you still need permission first.

once u get persission you also need 2 state the author, and the date accessed

well, Freddy, you need to do whatever the rights owner requests you to do in order to use their content - which could be nothing, or it could be what you say, or it could be more...
