If you didn't want to be fancy you could use the title tag for example:

<a href="http://www.google.com" title="Text Goes Here">google.com link</a>.

If you wanted to get fancy though, you may want to check out DomToolTip

I followed your "kiruba" or whatever link. You don't need to get fancy like that on a webpage, I've actually found it somewhat annoying when people do that. Also, I can't imagine spending that much time in Flash just to make a little caption. You can use the tag that rmathus provided and it will work just fine.
