Mandarin is on a distinguished road
In my opinion, the two best imaging programs are PhotoShop and Paint Shop Pro, in that order. I used to use PSP and liked it a lot, but finally made the switch to Photoshop when I had the money. It's probably better at the highly advanced image manipulation techniques, but that's not usually the type of work you need to do when editing images for the Web. For those purposes, PSP and PS are pretty close in functionality. I've also tried GIMP a few times and uninstalled it pretty quickly each time. I like the price but I hate its interface.

Since you already have Paint Shop Pro I'd stick with it. It's a very good program, and getting better all the time.

The answer to JPEG or PNG is: it depends. You'll often use both types within the same web page, and there's almost always a clear-cut right choice for each image. PNG is lossless and supports alpha transparency. If you're working with an image that has areas of solid color or repetitive elements, then you should choose PNG. In general, most images generated on your computer (like logos) should probably be PNG.

JPEG is lossy but can provide much better compression on complex images. Generally, images from the real world (like photos) should be JPEG.

Yup, that's HTML all right. The two <body> tags confirm it.

I use Corel Painter in generating images and Photoshop in post-processing. For jpg and png, I think png have a the advantage to keep the transparent area on your images while jpg usually has a less size.
