I don't recommend you to use HTML generators because they usually make bad HTML code. You'd better learn HTML + CSS basics and try to convert PSD to web page by "your hands". After you make 5-10 projects you will know how to create HTML pages without <table> tags, it is very useful for SEO!

Open template in Photoshop and slice the images, save them as own optimized jpg images.

Learn html and css to code the website pages. w3c.org has some interesting tutorials.

Takes time and energy to learn to do properly... have fun!

I think you can create the HTML file in dreamweaver. But before that you have to know the use of slice tool in photoshop to use the sliced image
