    Hi there conquer,

    change this HTML...
    Code:

    <p><img src="images/CSCA_Events_2015_Champions_Panel_v001.jpg" width="615" height="704" alt=""/></p>
    ...to this...
    Code:

    p id="clickme">
    <img src="images/CSCA_Events_2015_Champions_Panel_v001.jpg" width="615" height="704" alt=""/>
    <a href="#" title="click here"></a>
    </p>
    Then add this code to your style sheet...
    Code:

    #clickme {
        position:relative;
     }
    #clickme a {
        position:absolute;
        top:58px;
        left:278px;
        width:65px;
        height:21px;
     }
    #clickme a:hover  {
        background-color:rgba(179,18,23,0.3);
     }
