<h1 id="rifle_green">
<object type="application/x-shockwave-flash" data="flash.swf" alt="green laser sight">
<param name="movie" value="flash.swf">
<param name="quality" value="high">
<param name="bgcolor" value="#000000">
<param name="scale" value="noborder">
<param name="wmode" value="transparent">

I think I read somewhere you can put html within the object tags and it should render out correctly if a user does not have flash. I tried testing this using Flashlbock plugin on Firefox, but no luck.

Joey's got more or less the right idea; note that Flashblock doesn't make the browser detect as not having Flash, it merely keeps it from displaying.

So yes, any HTML you put between the opening and closing object tags will render if the user does not have Flash installed (to test this, uninstall the Flash player and visit the page).

If thats the case my original post should suffice? the alt="green laser sights" means that text will appear if flash is not installed? However when i uninstall flash i get big red X's. . suggestions?

The alt attribute doesn't apply to <object> tags (I think it only applies to <img> tags, but I can't swear to that off the top of my head). You need an actual tag inside the object tags that can display. To get the same effect, you'd want:
Code:
<object ... >
  <param ... />
  <p>Green laser lights</p>
</object>
