Hi, you can use your own pc to host the website but normal website like personal website, people will usually find a web hosting provider to host the website.
Host your website at a web hosting provider is much cheaper.
If you want to host it at your place, you need to get a good server, with much security software like firewall and other configuration to protect your server.

Sure, you can edit your html offline using a text editor like notepad or htmlkit. And once you are done, you can ftp to publish it to be viewed by all in the internet.
