I have a friend that's making a site and she wants to know if there's such thing as HTML coding for when you hover over a thumbnail image and it then shows the full size of the image.
If not, then is there any CSS codes that she has to use for this action to be applausable?

JavaScript would do it, but unfortunately I can't link you directly to such a script.
With CSS you could apply a color with opacity when you hover an image.
of course, AFAIK
I'm sure someone's going to know where you can get the code as it is getting more popular to preview the site before you enter it, for example.

It's not HTML-based coding that you need, but Javascript. I'll just move this thread over to Clientside scriipting for you.

I see you have edited but I have read your request anyway. Could not reply yestesterday, had to go.
It is nevertheless a misinformation, it is a browser feature to preview site links before you consider entering them. So sorry.
But as atonement here:

Well I was myself a little bit curious, so... :D
But the script needs to be customized to preview images.
sank you, bye bye

You might like to play with Photozoom3 (http://randsco.com/index.php/2006/04/10/photo_caption_zoom_version_3) which is a pure css method ;)
