The cheapest is Windows Media Encoder
http://www.microsoft.com/windowsmedia - all tools are free - and IMHO the best.

Real Producer basic is free too, but limited to a few tasks.

I think that this is your best bet. You will get more features for a lesser price and all new windows machines come with some version of the WM Player.
