Can someone review my site please

I came here and i had my site reviewed and someone told me to avoid using frames.....will im still using it..i think...but its different...if u have any recommendations please tell me

You need a banner for sure, also didnt like the -[links]-
symbols used...myself I would redo the whole page, too many double lined boxes.

well it is a little plain. also the onMouse over in your links making it bold messes up the text.

Black and white can have power, but you have to put it in it.

All of the above, I'd say. Also:

would have liked the main frame deeper - I think it helps to see as much as possible without having to scroll.
too many popups for my liking.
the headings in the links boxes look like links that go nowhere - could be more obviously headings. Took me ages to realise that "home" was at the bottom.
