Looking for a custom PHP script for Mailing List

Hi all

I need someone to write me a script. I need it to be able to accept email address and add them to a database. Also a confirmation letter that I send out with an acceptance or denial of them joining our database. Then I need an Admin area foir me to be able to send out HTML emails and also see who is on my list.

Cant afford to pay but if anyone wants to do this for the practice I would really appreciate it!!
