Do spaces add up to the characters count?

So for a meta tag there is a max around 250 characters. for descriptions the max characters lies around 200.

I’ve been wondering: do spaces count as a character? meaning that, would you have 50 normal characters and 10 spaces: would you have 50 (not including spaces) or 60 (including spaces) characters? :sadbanana

I know meta tags are depreciated these days but i have to squeeze out everything i can.

Oh and another thing: is it true that a bot only goes in your document until a maximum "depth" around 3Kb?
