There are plenty of those hosts around, just look through the rest of this forum.

I have an account there and it uses scrolling ads (meaning the ad follows you if you go up or down the page)

Wow, really, they put ads on? They didn't used to. Hopefully freewebspace will change that sometime soon.

f2s.com (http://www.f2s.com/) is pretty good... 20m, MySQL, php support, FTP access, no ads, and it's actually still free!
BUT they are down quite a bit. i'd say at least a half hour a day, on average.
For cheap, i'm with directNIC.com (http://www.directnic.com/). i pay $15/year for domain name + $15/year for bannerless service which includes the stuff you get free anyway: 20m, 10 e-mail forwarding rules (including wildcard), unlimited subdomains (each with their own 20m!!!), etc., but no .asp or .php support, no cgi, no database, no custom 404 (although your index.html page is the default 404). And i'm still pretty happy with it.

f2s seems to be the only one that is lasting. I have seen 5 ad-free hosts that have all gone down the drain because they don't make money. But f2s is still here, I think it's because f2s don't intend to make money out of the service and do it for experimental reasons

i dunno. One would hope, but i'm pretty much counting on them falling any day now. i hope not, because i'm running a not-for-profit site there and we've got ads coming out locally all over the next few months.
They are down a lot because of "experimental" servers. i think that they are "experimenting" with selling off some equipment to pay their rent.
(i think i need to "experiment" with getting a job soon!)
