I have win2k. I just had to reload because of a crash. I have admin acount and a user acount. my user acount is setup as part of the power users group which should allow me to install and run programs but I cannot install programs without logging on as administrator, and then I cannot run the programs evan though it sets up a shortcut on the user account. most of the programs I setup on this comp I want to available to all users. How do I fix this.

A power user cannot install software - only administrators can do that.

The problem here is that the registry keys and the installation folder may not be getting set correctly with regards to the rights for that program.

Another problem I have encountered with XP is that some programs which have personal configurations (emails, and even SimCity4, for example) can be problematic when multiple users are involved.

strange! It says in the panel where you set permissions that the power users group can modify the comp and install programs but cannot read other peoples files.
how do you install a program where all users can access it.

That is because the places the installations might want ot place files. Like windows directory. You install it in The All Users program group....
