I am running a web server for my own website at home.

I want to open a chat forum. Does anyone know is the is a program or script that alerts the webmaster (me) by playing an audio sound when a certain page is opened visiter.

That would probably be Client-side scripting done through something like Javascript.

VBulletin which is not exactly chat, has similar features notifying for certain events. For example if you receive a PM, a message box will popup.
