iframe loading question

Hi,
I've just started getting into iframes.
I did a test run on my website http://www.19-83.com/test/
The top banner is the iframe which i'm calling into the index.html
but everytime i choose a link it seems to load (blinks?) the top banner. Am I doing this whole thing wrong?

ok .. i've seem to have it backwards... the banner on top is loading the links instead of the bottom content area... how do i make it so that the links on the top banner actualy changes the content on the bottom?
