This program is a real resource eater...Eats up my old laptop.
Could one get along with it on a Celeron-M 1.5Ghz with 256mb RAM? Or is that still pushing it?

The consumer version of Photoshop.
You should get by on those specs, photoshop works on a good second scratch disk. Not sure if elements uses a scratch disk, but if it does, you will need a second drive to speed it up.
Try the trial version before you buy, to be sure.

I've been using the trial version on my P3, it does support a scratch disk. Do I only need a clean partition or a whole standlalone hd for it?

A partition wont work for a scratch disk.
It needs to be a different drive. PS (not sure if elements does) needs a second drive to use as virtual memory. If you partition it, the disk heads will be trying to read the same drive, thus you will get no improvement in speed.
This all depends what size files you work with, some of my images reach a gig in size when tiff'ed. But if you are working with snaps and minor/small weight images you will be ok.
