This is probably one of those simple questions with a complicated answer.
How do I turn my run-of-the-mill pc into a web server?
What you will need first is software to be able to run a server. I recommend Apache. I think the URL is:
http://www.apache.org/
Then you will need things like Perl and other things you want to use. I think perl is located at:
http://www.perl.com
Then you need a fast connection, if this is going to be a rather large site you should consider T1 or maybe even T3. What kind of traffic are you planning to have on this server?

I will be getting a fast connection in about a month, most likely DSL.
I'm having some trouble with downloading Apache. Which files am I suppose to download? They simply give a large list of them, without telling what to download.

T1, or dual T1 if you really crave speed... at least. DSL would not be fast enough, unless you live like 10 feet away from the phone company, then it willbe fast....

He's right about the amount of traffic. If it's going to be a small site where you expect only you and your friends to view it, DSL should be acceptable. With a large company site, it is imperative you have the higher bandwidth.

:) if you just want to play with scrips and stuff, PWS is good for that, and it can do asp as well

I converted my pc to a web server too but only so that I can check out cgi, php and stuff like that on my puter before they go live. :) I use OmniHTTPd Professional (http://www.omnicron.ca/) myself. It comes with Php4 so you'll just need ActiveState from perl.com if you plan to play around with cgi and stuff :)

If you do this..... can you still use your PC like normal or have to leave it alone and handle from another PC?

You can use it as usual.
However, there are security issues involved when you set up a server.
Just out of curiosity, why are you choosing to set up your own server?
