scrolling layers

hello. i have a question:

if i have a layer with a scroll bar, how can i make buttons which will scroll the layer up and down? (no. i dont want to use the stypical windows scroll bar like the one on frames). if anyone knows, please let me know (and remember that im stupid so please dont assume i will understand anything).
