Cookies?

Need someone who knows how to setup cookies for a popular site.

Needs to help members to be able to login without typing there username and password everytime and must store IP addresses to stop members from voting on photos more than once in 24 hr period. Please can someone help.

Discuss possable payment before work starts.

What language?PHP?Do you already have the login system written,or do you require that written as well?

The site is build and the login is working.

The site is not mine yet but maybe depending on how much I am willing to pay for it.
