you want a chat program, correct? Do you care if it is remotely hosted? (easier for you)

ok, once again I ask can it be remotely hosted? Obviously you aren't running a database, or this would be easy to solve. If your not, then a remotely hosted chat type program might work for you.
Also, check your server. Lots of them offer a guestbook that could be modified to achieve what you save on that page.
a remotely hosted one:

Also look through here:

do you want a free one or a paid one?
paid one:

uhm, gee...I'll help you out, but I won't do all the work for you. Whats your staff doing??!
First off, most servers have a standard 'guestbook' as part of the package. It allows you to post and view messages in a public manner. (You could password protect this area)
My server for instance said: click here to enable your message board. Then copy this code, and save it into the root directory, named as guestbook.html. Then save this other code as postGuestbook.html. You may modify the looks of the pages to suit your needs. One page views, while the other posts.
I customized it in a couple of hours. No biggie.
First find out of your server offers this.
Then you and your staff can continue... following my pointers.
