Right now, content is lagging. But with an increase in registration, that will change.
Let me know what you think of the portal system as well

its ok. but, i dont like the theme. also why is it all like a forum?
I don't like the theme either ...
And now WHAT WOULD I DO?
I'd change the default theme, subsilver, to something more "special", change the black-white header .. we've got colours now :D and doggies look better in colour and ADD SOME CONTENT. Don't expect others to fill your site. Before anyone would register they need some materials to read and see what's all about. It's so easy to set up sites or forums and just wait. NO, you've got to offer something .. links, articles, news and then you'll get members :P

Ok i made some changes. My only real problem now is the portal on the home page. If anyone here is familiar with Phbb forums and knows how i can keep the portal at one theme, and the forum set to another, that would be great.

i really like it alot more. dont know much about phbb though
I'm impossible ... I like it better, though you should let the tables in PhpBB have a lighter colour (a dark grey, but to be distinguished from the pure black background). And the main header ... the texy with orange stroke effect .. make it bigger ... the effects are ruined by the fact it's small.
Another thing ... since you've modified the CSS of Subsilver (a light coloured style), your gifs are weird (they look cut). You'll have to open ALL of them in your image editor and work them a bit.
You're on the right track anyaway. If I can help you, please ask. I'll try to make a nice banner for you att home. If you like it, you could put it on the page. If not, you don't have to.
Good luck with the project.
If you need anything, please write at webmaster@dojodesign.ro I'll do what I can. I love doggies

You need more geometric positioning of your content, this looks like its all garbled all over the place. I have no idea what section is what!

Now i just have to make a logo to fit the forum section....well that and a million other tiny things.
Tis better :)
Try to locate the CSS file for the portal in the directory and send it to webmaster@dojodesign.ro And the logo in the header.
I'll do some modifications and I hope you'll like them. If not, you're not forced to use them :P
