I have noticed Flash does not rotate an object at it's center. Try drawing a circle and rotating it while zoomed in on the edge. Anyone have a solution?

you have to make sure your center point is in the center of the cirlce, and not off a bit. Make sure your item is centered (x=0, y=0) in the properties inspector, or in flash 5 in the info window. Here is an example, the circle seems to rotate fine.

This is really wierd. I have looked at your example on 3 completly different pc's. The edge of your large circle oscillates on all the machines I have tried. What's goin' on?

only thing I can tell is that I drew the circle in flash. Perhaps imageready would create a better (more perfect) circle. Honestly though, I can't tell that it is off center at all.

What you are seeing is sort of an optical illusion, mostly caused by the fact the image is digital and in relatively low resolution.
As the edges of the gear teeth rotate the straight edge becomes very slightly more or less jagged as the anti-aliasing of the digitally drawn image tries to compensate to make the lines appear straight.
This is an anit-aliased line at different angles blown up 300% to make it easier to see what I'm talking about:
