I'm finding a host offer ASP CGI PHP , database: MySQL , access . with about 50-100Megs 5Gb/mo traffic . The price around 4-6$/mo

http://hostrocket.com/ seems to come pretty close to that price. Seems quite robust and powerful. I don't think that you will find too many better deals for a reliable host.
