Anyone know good Free Affiliate Programs that pay $1+

I'm looking for good Free Affiliate Programs that pay you atleast $1 per Referal that signs up/Downloads something free. Like callwave and gator use to do this.
Cj.com has a lot, but everyone's saying they are a bad service so I dont know if I trust them.
Is it against CJ.com rules to make an Affiliates page? And have a list of affiliate programs? I've seen it done a lot, just wondering I could do it.

CJ.com is pretty reliable, I've used them myself in the past. SUre, you can have an affiliate page with them. You might alwo try checking out http://www.cyberbounty.com and http://www.websponsors.com
