Web Tv, Netscape Browser Trouble

What html codes do I need to place on my web sites so WebTv folks and netscape folks can see the themes and/or the hover buttons? The complaint from webtv folks is that the background is too dark and the letters are red, but I am using Front Page theme in light colors with dark beige lettering. well thats the clashing thing with browsers. Your page wont always look the same from one browser to another.

Take CSS for example, I believe this webmonkey resource will explain itself.

that would seem so :) but netscape composer looks great in ie.
