Hi, can somebody suggest somewhere that sells OPT-OUT email lists preferably to a targetted audience, thanks.

Just wanted to give you a heads up.
The company I work for bought an email list and it was the most horrible experience we ever encountered and brought upon us a lot of very dissatisfied people that didn't want to receive the newsletter. I don't suggest to buy those lists, many of them are extremely old email addresses where more than 50% of them get bounced back and the others are extremely fed up with emails from companies since the list gets sold to many people.
I would suggest against this and maybe startup your own newsletter or get the word out some other form.
PostMasterDirect.com is an opt-in mailing list site. I think you'd do much better renting names from them, than buying a list filled with addresses of people who do not want mail.

The places that sell or "rent" opt-in list are just another scam.
Just because someone opted into their list don't mean that they have opted in to your program.
I myself warn folks who try sending me spam this way once, and the next time they e-mail me their e-mail gets forwarded to the Fedral Trade Comissions Spam Task force at uce@ftc.gov . This puts you on an offenders list, and anyy other complaints (even from the same batch) gets you prosicuted.
On a 3rd offence I nominate them to the MAPS real time black hole list.
This blockes both their e-mail address and IP addy of their website from connecting with the subscribers of the RTB list, which is most ISPs.

There's not much worse than having so much spam in your e-mail account that you have to spend an hour sourting out the e-mail that you need from the spam.
