there's a portfolio there somewhere. i think it's http://meat-thing.com/transmothra.com/?page=portfolio or something like that. but that stuff was made in a variety of programs. i have no idea which program was used for which thing.
all of the graphics for the mars s.t.s. (see link in sig) was done in PSP8.
there's really very little that PSP can't do that Photoshop can, in the hands of someone talented. oh sure, there are some different features, but i daresay anything that can be created in PS can pretty much be done in PSP as well.
my advice: don't bother with PS unless you actually have the money to spend.

I use PSP7, but I really do little image stuff these days. I still have to occasionaly update this website:
www.robinsonracing.com
the top banner type image was made using PSP7, and the large image on the homepage was made using PSP7, and Bryce4 (for the skyish background). The only thing was the image slicer in PSP7 kept crashing everytime I tried to slice the image, so I had to use ImageReady (part of PS6) to do the slicing. All the images on the site are made or edited with PSP7 except as noted above.

I agree with the above. It really doesn't matter what you use... just become the dogs bollox at it. It takes a bit of hard playing and a good amount of imagination to get good... once you're good then you can but toys like photoshop, the downside is you will have to learn some new tricks, many of then transferable.
Go with what you've got and learn from there. There are some amazing resources at www.deviantart.com and some great art peices to draw inspiration from...
fire away if you need more help.
