Where can I get a JavaScript menu like the one found at WebDesignHelper (http://www.webdesignhelper.co.uk) (right column, Featured Sites Section).

You must mean the iframe scroller? Have a look here (http://www.dynamicdrive.com/dynamicindex2/index.html), you could find something similiar.
