they offer free ASP hosting, and have online forums, and code banks.

finally: database related, you can download free trial of SQL Server7 from microsoft.

I don't think you can install PWS directly in Win ME, but let's give it a try:
1. Insert Windows 98 Second Edition CD
2. Browse to Add-ons then PWS on your CD
3. Do a custom install, selecting only the transaction server
4. Reboot and setup again, now selecting the components needed(like Personal Web Server)
5. If you have problems, you may need Microsoft's updated MTS dlls. They can be obtained here:
http://download.microsoft.com/download/transaction/Patch/1/W95/EN-US/Mtssetup.exe

While your looking for asp help, be sure to check http://www.w3Schools.com, http://www.CoverYourAsp.com and wdvl.com - Find 2 or 3 site you like and stick with them, learn from them. CoverYourAsp has taught me many things, so take a look. And don't forget to visit the masters website: http://msdn.microsoft.com and their asp section: http://msdn.microsoft.com/library/default.asp?URL=/library/psdk/iisref/iiwaabt.htm
