How can I create multiple discussion gropus using FrontPage 2000?

You won't be able to create discussion boards using MS Frontpage, or any other editor. A Discussion board must be written in a language such as C or Perl.
You can find free boards in our web directory here: http://www.123webmaster.com/Scripts/Perl/Extras/WWWBoards/
Or if you aren't familar with perl, you can get an easy to install remotely hosted board. You can find a listing here: http://www.123webmaster.com/Scripts/Remotely_Hosted/Extras/WWWBoards/
A remotely hosted board will most likely require a copy and paste of a few lines of HTML code.

This is untrue. YOU CAN CREATE a discussion group with FrontPage2000. Many do and they work great through the BOT setup. I will say that finding message board skins or templates for use with FP2000 is difficult.
But yes you can create a board with FrontPage.
