When selling webdesign services is it a good idea to build a content management system with which the customers can use to change content on thier website. OR. Charge them updating fees?

I would offer the option where the customer could make minor changes their-selves, say as an example just to the contents within a table area so the rest of the page does not get wacked.
Part of a successful business plan is to provide a service that has value to your customers while still able to make a profit.
But if making money in what can be seen by your customers as an excess, by charging for everything, you may end up losing more business than attracting.
If you were the customer what would you want?
To be held hostage for a fee every time you need to make a simple change to the price or information on a website?
Or the freedom to make changes as needed by yourself?

Hold on! Not everyone wants to "do it themselves". SOme business owners are glad to pay for a service which they don't want to learn in the first place. That's what we're out there to do - the job that others do not. That's why we get the money and others don't.
While giving the choice for your client to self-maintain their site is good, the better choice is obviously to provide that service to them. What you could do is to not charge them all the time especially for simple changes. Other times you can charge them an amount that is reasonable.
