What is the best program to create a database for a lot of information so that users can access it. It this a program you can get or make???

check out http://gossamer-threads.com.

They have several types of databases written in perl that are free to use for non-commercial sites. Their links 2.0 is good for indexing websites into a directory (like 123webmaster.com does) and their dbman is more of a catalog database system. I'm sure that they will have somthing that will help you

whats the definition of commerical would you say. the web site i've just made is for a consultant (obviously looking for work - but not exactly taking credit card orders right then and there). Geocities has that rule as well and i'm wondering what it excludes and includes.

Technically commerical means that you plan to make money. However many services don't really follow up on these things. So if you're just getting started, I wouldn't worry too much. However if you get going, and start making money, it would then be wise to register to avoid future legal problems.
