I have tried many times in the Photoshop 5.5. When I cut OR make a circular corner/edge , it won't be qiute sharp like square corner. Please help me , how to make the sharp circular conrner like in this site at the top.

I find if you make sure that it is an equal circle, there is less jaggedness. make sure the dimensions are equal on your circles, and it should improve.

I have made something like this many times.
Start with a new document, size w=1200 h=900 then fill then entire thing with ...maybe blue.
Select the circle tool and make sure your background color is set to white. Make a big circle, most likely a lot larger than the whole page. To do this: click on the maximize square for the document. press cntr- (minus) a couple of times so that the document INSIDE the maximized window bocomes 50% of the actual size. This lets you have more working area OUTSIDE the 1200X900 area.
Make your circle, cut out everything but the nice rounded edge you want.
Then clean up the rest of the page to get rid of any more blue which shows.
You can repeat the process th add another color, or use the layer effects tool to add a dropshadow to give it more "cool" look.
