Need help with a problem ... Please

Hi and thanks if you can help me .... what i am trying to do is have a window on my web page with a panoramic picture in it ... with buttons to scroll it either way or pause or zoom in ... and also be able to set scroll rate and when the mouse pointer moves over the pic i want the pic to scroll with the mouse pointer ... this is probably pretty easy for most people ... but i am a beginner ... and suggestions or solutions you may have would be greatly appreciated ... thank you ...
