Easy way to make field's change daily?

Ok, i am working on a mortgage company's website. I am trying to make a program where i can look at the mortgage rates every day and update it without going into the HTML and changing the text of the rate AND the code for the calculator for that.... any way to do this?

Maybe a VB program? or CGI Script?
