Newsletter - Please Help

This may seem like a strange request, but I really need to know how I to send out a newsletter in HTML format.
I don't know if this is the right forum, but none of the others seemed right.

Are you trying to send this email from a email client (like outlook, eudora etc..), or from a script (perl/php etc...)

I'm using the ROIbot Newsletter Server. Which I dowloaded from www.roibot.com (http://www.roibot.com)

As long as the recipient has an HTML enabled client, you should basically just be able to create a web page, copy the source, paste it in the mailer, and send it. Try that technique and mail it to yourself and see what happens.

I did just that, and I sent my newsletter to two of my accounts to test it. My hotmail account showed the newsletter just fine, whilst my Outlook Express account just showed the text.
I know my Outlook account CAN receive HTML email, so why is this happening?

I use outlook express, send a copy to me:
