What is a good quality List service that will host your newsletter for free?
Are Pop-Up Ads Outdated and no longer efficient, or are they still worth using?
I know you can place ads in Ezines. Can you tell me a good site that has a list of ezines?
Does Yahoo have a site where you can place free classified ads to promote your business?
Are Pay Per Click Ads still effective or outdated and no longer cost effective?
Are Overture and Find What the 2 best Pay-per-Click Services. What is your opinion of them?

Topica.com use to have some free services, now they also have paid services, and their free services may be reduced, but you should still have a look.

Pop-ups are still capable of generating traffic and revenue. Like everything, they are no longer AS effective as they once were, closed immediately without ever being seen by some, and thought to be annoying by many, but often the benefit outweighs the irritation if you don't over-do it.
"Interstitials" or "floating ads" are the "new pop-ups". These are ads that float on top of your current page in the same window and can usually be closed. Most of the time they are created in flash and implemented with DHTML or javascript.
I know you can place ads in Ezines. Can you tell me a good site that has a list of ezines?
Again I'd point to topica.com. Their main page has a directory of all they newsletters they host.

They are as effective as the traffic is profitable to you. If you are paying so much per click that you are paying more for traffic then you are getting from incoming sales they produce, then they are not profitable. I'd give google a shot if you;re going to go that route. Pay Per Click is one of the best ways to control your spending budget and getting what you pay for, as long as the source is trustworthy (steer away from rankyou and anyone else that offers a million hits dirt cheap.. the traffic will likely be nothing more that 404 redirected hits from free hosts).
