Help with a graphic

Hello. Is there anyone that could help me make a graphic. What I'm trying to get is something like the one at http://www.d2xl.com/index2.html the top image. It's really neat, so can anyone help me that has experience with Adobe Photoshop 5.5?

hard to tell what kind of effect they used. but i currently use jasc paint shop pro in my images....oh wait that's fairly simple really, although hard to explain.
