Best investment I have made under $100 bucks. It really helps speed development and deployment especially for multiple sites. It is made by softquad. MUCH BETTER AND MORE INTUITIVE THAN FRONTPAGE.

I've been meaning to test that package out. Is the HTML clean on it, or there a lot of markup like some of it's competitors?

Both Notepad or VI (depends on which platform you're using) and WYSIWYG editors work, it's just your preference. Notepad is best in that you can understand your system, but WYSIWYG editors can check your syntax, of course, HTML validators do that as well.
