free graphics editor (no trail-version type, please)

Looking for a shareware type of graphics editor. Got tired of paint shop Pro due to short trail period (mess up my system every time I have to uninstall).

Basically looking for simple editor, capable of producing simple shapes/colors/texts in jpg/gif format, and a screen capture function would be good too.
(running win98 2nd edition).

It's free but I've never been able to download it. The server it's on is overloaded or painfully slow.
