Floating menu

I am looking for a floating menu script i have checked various places and cannot find the right one. it needs to stay static with the screen and be left aligned such as the one on this page http://quantumhost.net
I am not sure if i could use a <DIV> tag or is there another way to do it ??

basically al you need to do is look for a watermark script adn change it accordingly. I think collmenus4 is that way. you can have it float or stay put. here are some links
